Karnataka Citizens’ Charter – A boon for citizen


Read this article to know about the Karnataka guarantee of services to citizens Act, 2011 proposed by the Ste Government of Karnataka. This act proposes to give the concerned services for which the citizens when they approach the concerned department service within a time schedule. The act has provision to penalize the defaulting employees. The aim of the Government is to bring transparency in governance.

The Karnataka State Government has decided to out the Karnataka Guarantee of Services to Citizens Act, 2011. The Government has plans to implement the scheme within the next 3 months, that is by the end of January, 2012. Pending enacting the bill in the legislative Assembly, the cabinet has decided to promulgate an ordinance to implement the provisions of the proposed Act. As per this Act it is proposed to some of the services in 11 departments of the State under the Act. Some States have already brought this into force. As of now a total of 90 services under the 11departments are to be under the Act. The Karnataka Act will be on the model of the Delhi State.

This Act is in line with the declaration of the Chief Minister D V S Gowda to the effect that his Government will bring transparency in the administration. The Government want to bring in the provisions of the proposed act and hence the thinking of Ordinance. As per this scheme there will be provision for rendering the 90 listed services within a stipulated time frame or time limit. This is expected to revive the image of the ruling BJP party and the Government. Responsibilities will be fixed on officers at various levels to see that the services requested by the people are delivered within the scheduled time. If any official of the concerned department did not adhere to the schedule, he/she will have to pay a penalty. According to the Secretary of the Personnel & Administration Department more services will be brought under the provisions of the Act by the time the bill goes to Assembly for legislation. There will be a provision for incentives to those employees (named as the zero default officials) against who there are no complaints. The penalty as compensatory cost against the defaulting officials will be from Rs 20 to Rs 250. The Government proposes to create a fund for each department to immediately compensate the aggrieved citizen. If the default is due to system failure, the Government will compensate.

Is the Government able to provide all the above services on schedule. The time frame suggested is only for an eye-wash, in reality the time taken depends on the person who performs the related task.
