There are many welfare schemes and programmes for Persons with disabilities initiated through its Handicapped Welfare Department. There are also Special Schools for the Disabled in Uttar Pradesh. The resource enumerates such schemes and programmes highlighting their salient features, etc.

Like other states in the country, Uttar Pradesh has initiated many schemes and programmes for the persons with disabilities. A separate Handicapped Welfare Department has been established in 1995 and the major welfare initiatives are being controlled through this Department. FAQs as also the major schemes are discussed below:

Who is a person with disability and who is authorised to issue a Disability Certificate


(a) Any person with a minimum of 40% disability, certified by the Chief Medical Officer of the District or Medical Officer of any CHC/PHC is eligible for getting benefits under the Schemes of Uttar Pradesh.

(b) However, in the case of visual disability a Certificate issued by an expert Private Medical Practitioner is also acceptable provided it is issued keeping in view the process laid down in Government Order No. 210/65-1-2003-153/2000 dated January, 23, 2004.

(c) Also a certificate issued by Dr. Ram Manohar Lohia Joint Hospital is acceptable in the case of Mentally Retarded and persons with Hearing Disabilities.

Who can issue certificate of income


An Income Certificate issued by the Member of Parliament, Member of Legislative Assembly, Mayor, Chairman of Nagar Panchayat/Zila Panchayat, Tehsildar, Block Development Officer or even Gram Pradhan is acceptable for the purpose of availing benefits under Schemes for the Welfare of the Disabled.

Disability Pension in Uttar Pradesh


This Scheme is to provide sustenance to the disabled person. Any disabled person having 40% disability and having income up to Rs. 1000/- per month duly certified by the competent authority is eligible for this pension. The pension is @ Rs. 300/- per month and it is paid every six months, first instalment between April to September and the second between October to March every year.

Granit-in-Aid for Construction/running of shops in UP


This Scheme is a combination of grant-in-aid and loan and aims at construction of small structure and running small business to earn a livelihood. Any disabled person having 40% disability, having income of not more than double of the poverty line and is between 18 to 60 years of age duly certified by the competent authority can get up to Rs. 20,000/- which includes Rs. 5,000/- as grant-in-aid and the rest Rs. 15,000/- as loan on 4% simple interest to construct a shop on private land. Or the amount could be Rs. 10,000/- which includes Rs. 2,500/- as grant-in-aid and Rs. 7,500/- as loan on 4% simple interest to run a petty business using a Khokha, Gumati or Thela or for running a shop taken on rent for a period of minimum of 5 years.

Grant-in-Aid for Artificial Limbs/Assistive Devices in Uttar Pradesh


This primary purpose of this Scheme is to provide assistance to those who are in need of any artificial limb or assitive device to minimise the impact of disability and help the disabled person to improve his/her functional capacity. Any disabled person having 40% disability and having income up to Rs. 1000/- per month duly certified by the competent authority is eligible for getting grant-in-aid up to Rs. 6000/- to purchase artificial limb/device and a maximum of Rs. 500/- for repairs of the limb/device.

Incentive Awards on Marriages of Persons with Disabilities


The primary aim of this scheme is to facilitate disabled persons to get married for leading a better and happy life. Those disabled persons who are having 40% disability and both are not paying income tax and are between 18 to 45 years of age (female spouse) or 21 to 45 years of age (male spouse) duly certified by the competent authority can avail this incentive award for their marriages. It is important to note that the person should not have any living spouse and not be involved in any criminal case or woman exploitation case. The amount of incentive award is Rs. 14,000/- in the case of female partner or both the spouse being disabled. But if only male part is disabled then the amount is Rs. 11,000/-.

Grant-in-Aid for Removing Disability in UP


Certain disabilities can be removed by surgical interventions. State Government provides financial assistance up to Rs. 8,000/- for a disabled person having 40% disability and annual income not more than Rs. 60,000/- per year on the recommendation of Medical Superintendent/Medical Officer Incharge of a Government Hospital.

State Awards for Efficient Disabled Employees and their Employers


Under this Scheme efficient disabled employees, Employers of the Disabled, successful Self-Employed disabled persons and efficient Placement Officers of the Disabled are covered. Cash Award, Memento and Citation are normally given in a State level ceremony.

Free journey by Buses of State Transport Corporation in UP


This is to facilitate travelling by the disabled persons. Any disabled person having 40% disability with any income or of any age can travel free in the buses run by the State Transport Corporation. This free service is applicable only for travelling in ordinary buses and not applicable for air-conditioned, deluxe or video coaches. However, the disabled passengers will have to pay the passenger tax.

Special Schools for the Disabled in Uttar Pradesh


The State Government runs special schools to enable the disabled to get school education. Free education facility is available for day scholars and scholarship up to Rs. 550/- is provided for board and lodging to those who stay in hostels. Disabled children from 7 years onward having 40% disability and monthly income of parents not exceeding Rs. 1,000/- per month can avail this facility. Special Schools are located in different districts as follows:

(a) 'Sanket' Schools for the Deaf at Agra, Bareilly, Farookhabad and Gorakhpur
(b) 'Sparsh' Schools for the Blind at Lucknow, Gorakhpur, Banda and Saharanpur (Girls only)
(c) 'Mamta' Schools for the Mentally Retarded at Allahabad, Lucknow (Girls only)
(d) 'Prayas' Schools for the Orhopaedically Handicapped at Partapgarh and Lucknow

Skill Training Centres for the Disabled in Uttar Pradesh


The State Government has also added Skill Training Centres for the Disabled at different places where Special Schools are being run. Free Skill Training facility is available for day scholars and scholarship up to Rs. 550/- is provided for board and lodging of those who stay in hostels. Disabled persons from 18 to 35 years of age, having 40% disability and are below poverty line can avail this facility

Grievance Redressal


A grievance redressal mechanism is place in Uttar Pradesh. Services of District Magistrates/Deputy Commissioners of Disabilities (wherever posted) are available for redressing grievances at district level. At State level Secretary or Commissioner of Disabilities is available at 20, Krishna colony, Faizabad Road, Near Fatima Hospital, Lucknow.

As a welfare state, Uttar Pradesh has initiated many schemes for the education, rehabilitation and welfare of the disabled. Every disabled person should approach the District Handicapped Welfare Officer available at their district level to avail these schemes.
